The COVID-19 pandemic is a ublic health emergency crisis. Governments were put to a test on how strong or vulnerable their countries’ public health infrastructure, economic system, and political leadership are to contain the outbreak, provide enough resources, and ensure the security of their citizens. But how much more vulnerable is it going to be for conflict-affected, fragile states where refugees, migrants and the urban poor tolerate cramped spaces, have very limited access to basic social services, and have inadequate livelihood to protect them from the shock of the outbreak?Â
